Dalian Library was built in 1907. On November 17, 2007, Dalian Library celebrated its one hundred years birthday. Nowadays, Dalian Library is a large-scale contemporaneity comprehensive public library which integrated by literature collection, information consultation, social education, academic research and other multi functions. It won the title of “National First-level Library” three times in the appraisals hold by The China Culture Ministry.

As a public cultural service place, Dalian Library strengthens "the reader-oriented" service concept constantly, and it provides high-quality service for the society.

In basic business, Dalian Library emphasis on digital and network building, already introduced American Sirsidynix Corporation's UNICORN library automation

management system, achieved resource sharing between the public libraries.

Dalian Library founded the Baiyun academy, the Baiyun art museum and the Baiyun recitation group in 2000. In order to inherit and carry forward the Chinese national outstanding traditional culture, cultures talented person of national studies, enrich public life and enhance the city's cultural taste. The Baiyun recitation group is completely composed of the librarians, and its performance of classical poetry recitation has the bright distant south local characteristics, affects widely, enjoys a good reputation everywhere.

By the end of 2007, Dalian Library has collected a total of 2.9 million books. In the collection, the 550,000 ancient nationality books are the most characteristic. In 2007, Dalian Library was determined as the pilot unit to protect national ancient books by National Ministry of Culture.
